ESS Medical Performance was established in August 2003 in Dubai. The summary of information from patients, families, institutions, companies, medical personnel and many more made a wish grew up.

The wish, to do something special - to give support and assistance – and to be able to answer all questions. This wish grew and changed into a real goal. To work out and establish a new concept, containing all ideas such as Medical & Health Support, Health & Education as well as Train-the-Trainer Systems and a lot of contents more to meet the expectations from the various fields.

"Kuwait efforts in the field of social welfare made an accomplishment and leadership in providing several services for citizenship and the other residents in Kuwait. We focussed on the social welfare system for people with special needs. In the Kuwaiti history we found it 1954, when the past Emir Sheikh Abdalla Al Salem Al Sabah decided to found a bureau for social affairs to provide social services for all people, with emphasize on people with special needs, called “handicapped” at that time. After the Kuwaiti Independence in 1961 and the outcoming results of the development of the Governmental Administration, the position changed into the nowadays Ministry of Social Affairs and Labour.

The Kuwait Government started to develop an integrative systems of services and social programs for people with special needs. In 1958 the State of Kuwait issued laws for social services to facilitate for local sectors to deal with people with special needs and to provide the necessary care, in addition to the Governmental share in providing the financial support.

In the field of special education in 1955 the first school for blinds was opened (36 students started their studies there) and the blinds joint for the first time with their colleagues - who are able to see - the school of religious education. From 1960 to 1970 the Government established further schools for special education. In the meantime Kuwait has 12 schools to serve people in various fields of special needs.


The Kuwaiti Constitution emphasized on the rights of people with special needs for education and implemented the law No. 11 from 1960, related to compulsory education. This law also includes the responsibility for all caretakers of students with special needs to send them regularly to these schools.

In 1960 the first Rehabilitation Center was established with the aim to rehabilitate people with special needs from the age of 18 up to 45, and to train them how to use and develop their potential in order to get independent in their work and social lives.

In 1965 the first institution for mentally retarded was opened. This institution offers social rehabilitation and provides in-door care for those individuals, whose families are not able to take care on them at their own homes.

In the field of sports in the year 1978 the “Kuwaiti Sports Club for Handicapped” opened to provide a new platform for social life. In the meantime the members of the club won several medals and Awards of Championships in the Regional and International level.

In Kuwait we now have several institutions and organizations which try to provide comprehensive services, such as health, phychological and social services for people with special needs. E.g. the Kuwaiti Medical Center which is taking care on genetic releated disorders, established in 1979 and the Center for Learning and Evaluating of children, which is dealing with the diagnostics of disability cases and learning disabilities, established in 1984. In the mid of 1990’s opened the Center of Early Intervention to provide services and consultation for children with special needs and their families (from birth until the age of 9 years).

In 1997 the Higher Council for Handicapped Affairs was founded in order to set public policies for the special needs care and to implement them. Also to extend the legislation and procedures which are related to the Governmental Responsibilities towards all people with special needs.

The State of Kuwait seeks for the time-being latest information in the field of special needs care and to encourage the cooperation and coordination between various institutions working in this field on the local, regional (Gulf Countries) and the International level.

Al Tayer heads the Board of directors of the authority that consists of five agencies to deliver the core services of the authority. These agencies include: Traffic and Roads, Public Transport, Rail, the Marine and Dubai Taxi. They work within the framework of the authority but operate independently and have their own budgets and resources which are mainly outsourced.

As a Government of Dubai initiative, Takamul’s goal is to advocate and advance appropriate policies and best practices supporting and empowering people with special needs in the areas of Health, Education, Employment and Accessibility.

Examples of Takamul programs include:

– Supporting the healthcare system in developing a national newborn and developmental screening program. Provide state of the art interdisciplinary assessment, diagnostic, planning, intervention and support services to children with (1) disabilities, (2) congenital abnormalities, and (3) those at risk of developmental delays and their families.
– Enabling young people and adults with special needs to transition from school, centre-based, non-work programs or family environments to educational and/or employment settings.
– Ensuring that physical environments, transportation and communication systems are created as fully accessible for individuals with special needs.
– Building in-country capacity and leadership in the disability related fields and services through training, clinical mentoring, and community practice.
– Facilitating and supporting the development of research capacity and promote R&D that is multi-disciplinary and collaborative in order to generate, disseminate, and apply relevant disability knowledge.
– Providing state-of-the-art information, communication and assistive technology services to the whole community of individuals with special needs.

Established in November 2005, under the directive of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, the Emirates Nationals Development Programme (ENDP) serves as an effective catalyst to promote the employment of UAE nationals into the private sector.

The objective of the programme is to raise awareness in the private sector about indigenous talent and improve the recruitment and long-term retention rate of UAE nationals. ENDP helps train and recruit UAE nationals in all sectors, including banking, insurance, retail, real estate and hospitality. Training programmes offered by ENDP include general, essential or specialized on-job guidance to empower UAE nationals with industry specific competencies that ensure appropriate job placements.

Apart from organizing assessment tests, career counseling and personality evaluations, ENDP also hosts open recruitment days to facilitate prospective employers conduct job interviews.
Since June 2006, ENDP has helped the private sector recruit over 2,500 UAE qualified nationals.
ENDP has recently announced its partnership with Takamul, the apex body for people with special needs, to support UAE nationals find suitable jobs in the private sector. The partnership reflects ENDP’s strategy to persuade the private sector on the benefits of employing UAE nationals, including those with special needs.

As the United Arab Emirates unprecedented economic and social growth, it is crucial to recognise people with special needs as an important asset with a great potential, contributing to our country’s growth as academics, athletes and entrepreneurs, while overcoming all barriers and challenges.

The Emirates National Development Programme recently announced its partnership with Takamul, the apex body for people with special needs, to support UAE nationals find suitable employment opportunities in the private sector. The partnership reflects ENDP’s strategy to persuade the private sector on the benefits of employing UAE nationals, including those with special needs.

We are committed to empowering all UAE nationals and assist those with barriers to employment to achieve their individual career objectives and self sufficient and productive members in the community.

ENDP firmly believes people with special needs possess talents that can be nurtured through focused programmes. The knowledge and competencies acquired will help them develop a career, and contribute more to the society. In doing this, we will increase their chances of joining companies in the private sector and acquiring meaningful careers in their fields of choice.

At present, our commitment is to equip all UAE nationals including people with special needs, the less educated and women, with the necessary expertise in different industry sectors. In the past two years we have entered into hundreds of partnerships with various government organizations as well as private sector enterprises to train and employ over 2500 UAE Nationals. 93% of those employed by ENDP still remain in employment.

We hope that our new partnership with Takamul becomes a first step towards integrating people with special needs and increase the participation of all individuals in the workforce. We hope that you use this two days conference as a platform to share and exchange experiences in the integration and inclusion of people with special needs in the society and enhance their participation in decision-making for programs and policies targeting them. With this I end my introduction with a saying I heard from a colleague of mine in Takamul:

Dr. med. Joachim Schuchert is a 45 years old Head Physician and Senior Consultant & Orthopaedic Specialist of Orthopaedic and Traumatologic Rehabilitation in the Medical Heart Center (Herz- und Kreislaufzentrum, HKZ) in Rotenburg upon Fulda.

In close cooperation with the Neurologic Rehabilitation Clinic, led by his colleague, Dr. med. Andreas Nachtmann, Senior Consultant and Head Physician, HKZ established a new Neuro-Orthopaedic Function Unit, which is treating especially patients with multiple handicaps.

The Neuro-Orthopaedic Unit treats patients with both, neurological deficits and orthopedic problems, e.g. in condition after cerebral infarction and after hip operation.

In cooperation with the Rehabilitation Clinic even patients with an infantile cerebral palsy or Multiple sclerosis get treated by both Departments (the Orthopaedic and Traumatologic Rehabilitation Clinic and the Neurologic Rehabilitation Clinic) and are prepared for further surgical procedures if necessary.

Therapy comprises of physiotherapy, occupational therapy, medical training therapy, biofeedback, massage, exercise and education to achieve independence in the activities of daily living.
